Description PENCO provided civil engineering and surveying for the design and construction of the public backbone infrastructure for the Portola Springs master-planned community in the City of Irvine. The improvements for Portola Parkway included the design of a variable-thickness pavement overlay, widening of the arterial highway from four to six lanes, an extensive storm drain system, the undergrounding of electrical poles, CATV, telephone and gas, the design of capital water and sewer facilities with sizes ranging from 12” to 30,” and new traffic signals and street improvements. It also included the design of two new collector roads, Portola Springs and Modjeska. We prepared a master hydrology study and design of over three miles of storm drain, up to 96,” and storm drain boxes. The project also included the improvement of approximately one-half mile of Irvine Blvd. PENCO obtained approvals from the City of Irvine, Irvine Ranch Water District, and Caltrans for this $30 million project, which was completed on schedule.
