PROJECT MANAGER

Description: 

Currently looking for a licensed Professional Civil Engineer Project Manager with Public Works and/or Land Development design experience. This position will focus on ensuring the successful completion of projects assigned to him/her.  Success as defined here is to include, but not be limited to: the administrative, financial, and technical quality of the work produced by his/her production team.  The PM is charged with keeping their team’s project work on or under budget.  The PM is to see that good communication and working relationships are maintained with their clients and with other departments within PENCO Engineering so that the entire firm can create client satisfaction. In this role, the Project Manager may also be responsible for obtaining new business (seller-doer).

Typical Duties and Responsibilities:

Overall responsible for management of Public Works and/or Private Land Development design projects, consisting of site planning, grading, hydraulics, hydrology, water, sewer, storm drain, transportation (roadway widening, street improvements, roadway rehab, signing and striping), school modernization, and water quality (SUSMPs, LIDs, WQMPs and/or SWPPPs). Responsible for the preparation of plans, specifications and estimates (PS&E) and reports in accordance with budgets and schedules for capital improvement, local land development and infrastructure design projects. Supervise and direct project engineers and drafters. Primary interface with clients on project coordination and design and follow-up to ensure quality standards are met, efficiency levels are maintained, and client satisfaction, respect and confidence are assured. Use technical knowledge of engineering concepts, practices and procedures. Establish project fees, managing budgets, schedules and scope of work commitments. Track project cost and timing to ensure fulfillment of contract commitments and profitability. Successful candidate will have current knowledge of sustainable design practices.

 

Qualifications:

  • Must have a Bachelor’s or Master’s degree in Civil Engineering from ABET accredited university
  • Must have a current Professional Registration as a Civil Engineer in the state of California
  • Must have a minimum of 10 years’ experience in Public Works and/or Land Development design
  • Must be a self-starter and self-motivated
  • Working knowledge of typical computer software programs used for civil engineering design (AutoCAD, Civil3D, Hydrology and Hydraulic, AES, WSPG, Flowmaster, etc.),
  • Must be proficient with MS Office Suite
  • Must have excellent communication skills as well as time management and organizational skills
  • Able to work in a team environment
  • A proven track record and strong desire of providing superior client service and delivery. Proven ability to manage multiple projects and deliver on time and within budget.
  • Past successful experience participating in project delivery and business development process within a team environment is required.
  • Project management that includes staff management, budget control, mentoring and resource management

DESIGN ENGINEER

Description: 

Currently looking for a Design Engineer to work on Public Works and/or Land Development projects. This position will focus on supporting the Project Manager or Project Engineer in civil engineering design projects.

Duties: Design and prepare improvement plans for street, water, storm drain, rough grading and precise grading plans. Prepares quantity estimates and may be involved with preparation of project specifications. Use technical knowledge of engineering concepts, practices and procedures.  Successful candidate will have current knowledge of engineering design standards and jurisdictional agency guidelines and meet project schedules. Reports to the Project Manager or Project Engineer. May supervise or coordinate the work of engineering technicians, and others who assist in specific assignments.

Qualifications:

  • Must have a B.S. in Civil or Environmental Engineering from an ABET accredited curriculum or equivalent
  • Must have an Engineer-In-Training (EIT)
  • Must have a minimum of 2 years’ experience with Public Works and/or Land Development design
  • Minimum 2 years of AutoCAD and minimum 1 year of Civil 3D user strongly preferred

CIVIL PLAN CHECK ENGINEER

Description: 

Plan Check Engineer – Seeking a full time Senior Plan Checking Engineer to perform duties including but not limited to the following. Experience with providing counter services for municipalities is a plus. Duties may include providing consulting Staff Augmentation for municipalities to perform counter related services. Full time position.

Plan Checks:

  • Grading plans including, rough grading and precise grading plans
  • Infrastructure improvement plans, including sewer, water, storm drain and dry utilities
  • Street Improvement Plans including street widening, rehabilitation and new street plans
  • Hydrology and hydraulic calculations and reports
  • Engineer’s reports including, Water Quality Management Plans, and Erosion Control Plans
  • Traffic control plans
  • Landscape plans

The tasks of the plan check services include:

  • Related Specific Plans
  • General Plan and City Ordinances
  • Conditions of Approval
  • Client Standards
  • California Building Code Standards for ADA and Grading
  • The City’s Subdivision Plan Check List
  • Other Agency Requirements
  • Review of plans for sound engineering practices
  • Check for accuracy of design in conformance with the Client’s City Standards and Check Lists.
  • Check general mathematics and design criteria
  • City Master Plans
  • Call for re-design of any portion of plans that:
  • Will not function due to poor engineering;
  • Is not consistent with the Approved Tentative Map, other Approved Plans or Conditions of Approval
  • Will be potentially unsafe to the public
  • Impractical to construct.

Qualifications: The applicant shall be a California Registered Civil Engineer. Have a minimum five (5) years of experience in plan checking, preferably in the municipal sector and be well versed in the development process.

  • Plan Checking: 3 years
  • Development Processing: 3 years

PROJECT ENGINEER: ROADWAY/HYDROLOGY/HYDRAULICS

Description: 

Facilities and Infrastructure Civil Engineer – Work on projects for institutional and public-works clients. Assist on project design of municipal/quasi-public facilities and utility/roadway infrastructure.

SR. PARTY CHIEF

Description: 

Sr. Party Chief – Manage projects, which include ALTA/ACSM surveys, platting, land development, ROW surveys, preliminary design surveys, topographic surveys and construction staking. GPS experience is required.  Will also manage and direct subordinates such as Survey Crews; will have a direct client relationship. Independently performs assignments given with minimal instructions and supervision.

Duties: In a supervisory capacity, is responsible for an important segment of a field surveying of the organization with extensive and diversified surveying and engineering requirements. The extent of responsibilities generally requires subordinate organizational segments or survey crew teams.  Plans, schedules, conducts and/or coordinates all phases of field survey work. Assists in development of recommendations for facilities, personnel, equipment, and funds required to carry out group assignments, which are directly related with and directed toward fulfillment of overall organization goals.  Performs work which involves conventional surveying practice but may include a variety of problem solving tasks and requirements, as well as difficult coordination requirements. Work requires a broad knowledge of precedents in the specialty area and a good knowledge of, and practices of related specialties.

Qualifications:

  • Bachelor’s Degree in surveying (or similar field) from an ABET accredited curriculum or equivalent and a minimum of 6 years of experience, including 2 years of experience as a Senior Survey Technician or Senior Chainman OR 9 years of experience, including 5 years as a Senior Survey Technician or Senior Chainman.
  • Strong AutoCAD, Land Development Desktop, and/or Civil 3D experience highly preferred. Be familiar with Leica Robotic Total Stations, Leica GNSS-RTN, Carlson Data Collectors

Licensure/Registration Status:

  • Licensed Professional Land Surveyor, California preferred but not required. Able to obtain California LSIT within 1 year of employment preferred.
  • Valid Class C driver license preferred and clean driving record.
  • Able to pass fingerprinting and background check for Public Works and Public School projects.
